You may have to regrade, add a French drain or berm. I'd call a landscape co and get their suggestions.

As Kelli said you might need a french drain to rid your yard of the extra water. Check with your other neighbors to see if anyone else has the same problem. We had that problem in the neighborhood across the street from our house. Several people had the problem due to their street being at a lower grade than the next street. The original contractor built the french drain, but it was old and starting to fail. The reason I'm pointing this out was that it was considered part of the original neighborhood's infrastructure and the village ended up replacing it. Wishing you the best.
