First, you'll to clean the paneling with a degreaser like TSP. Next, you'll lightly sand the wood to give the paint something to grip to. Wipe everything down again. Then, you'll prime the wood using a stain-blocking primer. If the paneling isn't real wood, choose a primer that is also a bonding primer. If the paneling has wood knots, it's a good idea to spot prime the knots with BIN shellac to prevent bleed through. After that dries, you can paint. It'll take 2-3 coats. It's time consuming but it's so worth it :)
Make sure to clean it really well, then prime it with BIN Shellac before painting with latex paint.
You'll have to use a brush for most of it, so it does take a while. You'll probably have to hit the dark parts twice or more.
