When it rains or when I rinse my cement patio off water settles in one area. How can I fix or prevent water from settling in one area?

Put drainage there
The water is settling in one area because the concrete isn't level and that area must be the lowest point. If the water is coming off your roof during a rain or melting install some rain gutter. Short of cutting a drainage ditch in the concrete there isn't much you can do. You could use a broom to brush off the excess water after a rain or after you get done rinsing it off.
You can level the low spot with a floor leveling compound.

When we had just concrete on our patio, we had this issue. When we had tile installed they used so'called leveling cement and t helped a lot. However, there is still one very small place where a small puddle forms.
