Put drainage
You can add a french drain to divert it to the storm drain or dig a trench and make an area to hold it with gravel (dry bed garden).
Your backyard (and adjoining land around the yard) probably does not have enough natural slope to allow for efficient drainage.
The yard needs to be re-landscaped, raising it up in some areas so that the water drains down and away from the house. But it must have somewhere to drain down into, and away, otherwise it will just continue to sit in the low areas.
A weeping tile, or French drainage system (terms vary according to where you live) needs to be installed. This is a heavy job requiring a strong back and muscles for digging.

Fork over your yard, especially where you know it gets really soggy, this will help drainage. also add grit or sand to the soil.

Hello, we have had to backfill areas that are low lying that collect and pool rainwater after significant storms. When edging planting beds each spring we deposit the reclaimed soil there and re seed.
Establish healthy turf might help too as well as divert and extend gutter drainage.
