HI Trish, you can stick the gems on with E6000 glue. It's waterproof and dries clear and you can find it at most craft stores. You may want to hold the gems in place with some duct tape while the glue dries. E6000 takes a few hours and they may slip down
Yes, E6000 will work well. Just as Michelle indicates, the drying time is lengthy, so if applying to a vertical window glass, you'll need to use masking tape or something like it to hold the gems onto the glass while the E6000 dries. I've seen some crafters use a combination of hot glue and E6000 for projects. The hot glue adheres quickly and holds the gem while the E6000 dries.

Just realize it will make cleaning the glass,very difficult, and you'll be looking at the backs and glue from inside.
