Here's a good tutorial on how to paint wicker: https://www.wickerwoman.com/articles/painting-wicker
Clean it well to remove any dirt and debris. Wipe down with denatured alcohol. Prime. Paint. Use spray paint so that you get all sides and make sure it is formulated for wicker.
If it has a finish on it already, you will need to scuff that after cleaning but before the alcohol. Use fine steel wool just enough for the new prime & paint to adhere.
