I painted the ceramic tile backsplash in my kitchen with regular latex white paint and then did three top coats of poly. It's been 2 1/2 years now and it's still in great shape.
I would clean, dull the finish. Wipe it down well, and prime and then paint it. A poly sealer would keep out moisture.
