1 part alcohol to 2 cups water should do it.
For slushy ice bag that can be conformed used 4 parts alcohol to 1 part water. For more solid type that you can form before it freezes hard, use 1 part alcohol and 3 parts water. Hope this helps.

I’m using my 1cup rubbing alcohol to 2 cups water, perfect! Using the ice packs, (3 of them, one the old fashioned rubber ones w/a narrow stopper...no ice going down the skinny necked bag- -2 more modern ones)
about 6-8 x’s A day whilst recovering from knee replacement surgery. I even take them to use while driving to the surgeon ‘s appointment.
