It would lower the perimeter fairly low. I don't think you'd get the effect your want. Plus those are pretty dated now, we are taking them out. Think of using a color or wallpaper on ceiling for an unique look insread.
You could attach some flat mounding trim to the ceiling instead, that won’t lower it. It’ll have a lighter feeling too.
You could paint an illusion trey ceiling in a room with an 8' foot ceiling, but building codes require 7' ceilings although I think that would be pretty claustrophobic.
