Deck made of pallits?
You could disassemble and use the wood but it's so rough I would be concerned about splinters.

Don't! Pallet wood is too thin and too coarse to make a good material for walking on. By the time you put in a substrate with enough strength to support the pallet wood, you might as well use a traditional decking. Pallet wood is also going to be very, very "thirsty" for stain or waterproofing treatment. And, how would you plan on fastening the pallet wood to the substrate? Too thin for finishing nails for deck screws. Box nails have large enough heads but I doubt you would be satisfied with the resulting look.
