Hi Gail, I've seen a lot of posts from people who have done shiplap on a very small budget. It all depends on the wood that's used. Here are two posts that might help. One is a ceiling post and one is a wall for about $40. Hope that helps.

Furring strips first, then shiplap over. You'll lose about an inch of ceiling height, but the furring strips will make it much easier

Hi Gail, to worst part is scraping the popcorn texture off, I have often thought of the best and least messy way to do this and i have thought that maybe using a wide plastic drywall knife to scrape it, but tape the knife to a shop vac end so it at least catches some of the popcorn as it comes off.
Shiplap wood prices range between $2.50 and $7.00 per square foot for real boards. But I think you could buy faux shiplap panels that would cost less and be a bit easier to install.
