Staining and Etching Concrete Floors
We used a Kilz paint. You can find it at your local hardware store and there are a variety of colors. We washed our floor, then after it dried we used a roller on our floor to paint the floor, you can do the same for cement walls.
Concrete primer, called block primer, fills pores and evens out the surface. For exterior foundations and walls, use exterior-grade block filler, such as Behr's Concrete and Masonry Bonding Primer, which also is good for interior concrete ($17.98 per gallon).
This is a great post on painting concrete.
