RInse apple with warm water, then mix about 1 tbsp lemon juice and 1 tbsp of baking soda in a gallon of water. Add apples to this mix, then scrub them. Rinse again.

This depends on the byproduct. If you are baking a Pie or apple dumpling you can peel them before you wash them and wash the peeled result In a Colander. Otherwise if you are leaving on the skin, and not Slicing them you wash them with peels.
If slices with Peels are the Desired result, you should wash after you slice, not Before.
