They are not digging, they are covering their poop. Consider motion activated sprinklers. Many use cayenne and I think it is mean as it can hurt not only the animal you are trying to repel, but wildlife as well.
Set out moth balls. Another way to deter them is to take gallon jugs and cutting V's at the top, pulling the V's open, then partially fill with water and add several moth balls into it and place about 8 feet apart around your garden. This method is to deter many critters and keeps the chemicals out of the soil. Or fence the garden.

Hot Pepper or Planting Catnip. Either will create a space to isolate the Pet to a predetermined and assigned Area.
