Easy Peasy upholstering job... Take the back off an seat an strip it down , recover it with upholstery fabric. Use you old material for your pattern
You can buy fabric dye at fabric and craft stores. Read the directions carefully and apply with a small brush and you should be fine. Make sure you let it dry completely before you use it so the dye doesn't rub off on anyone.

Absolutely you could paint the upholstery on these chairs. The tight weave is a good base for the paint, whereas a velvet is not.
I use regular latex paint, Behr, mixed with Martha Stewart Fabric Medium. Tape off the wood areas. It will take several thin coats to get the color you want.
I’ve painted the upholstery on a number of chairs over the years and had great results, none have cracked or worn out.
just note that the fabric will be more like a vinyl or leather look but not shiny if you use a flat latex paint. Given that these look like dining room chairs, I think that painting them would look great.
Here is one example, I was going for a bit more shine so I used eggshell paint on this one, not flat.
You can paint over it but the stain will still show. You must remove the stain first.
