It is a light water stain.
I've never had this problem, but rubbing alcohol won't hurt vinyl and it dissolves many inks and dyes. I would try putting rubbing alcohol and a couple drops of dish soap in a spray bottle. Spray it on, let sit for a minute, scrub with white terrycloth rag.
That or try some AWESOME spray on a small spot to see. Key is to rub gently.

I would say start with a tiny test of hairspray to see if it will remove it, but not affect the finish of the vinyl.
