Clean them well, removing loose paint with a soft bristle brush and then repaint them with concrete paint.

I have cement pavers leading to my front door. I cement stain. Off white almost a cream color. Looks great and easy I just used paint roller.
HI- I have done many of these project. Scrub with a stiff brush and steel wool on a hot day. Let dry 24-48 hours. Use craft paint and a paint brush with the matching colors . Use artist brushes. I use a shallow box. Let each section dry- it may take a few days. Do 2 coats if there is a question. I usually use 2 coats. When dry outside, spay each side with 2 coast of clear polyurethane spray. Let dry very well. I start with the bottom first. MOst of the time they turn out better that when you bought them.
