Hit up thrift stores for items that you can use for decor. Spray paint is cheap so you can spruce them up. You didn't say what zone you are in but you might consider succulents or some other type of plant that you can obtain from cuttings. Watch for sales, I know "At Home" had their cushions on clearance last week so you can pick up items for cheap.
Spray paint + plastic lawn furniture, dollar store garden lights and also you can take 2 flower pots attach them and make cute plant stands / side tables
I put a hammock on my balcony. it was attached to the wood walls but you could use a metal stand. Then at one end near the sliding doors I put a small bistro table with one chairs. Had a couple of flower pots with colorful flowers sitting on the floor and in the corner a big green fern. Everyone complimented me on my balcony and I spent a lot of time out there.
The very first thing that popped into my mind are those wooden floor slats that you can find at Ikea. They're made for outdoors and a lot of people have used them for their balcony flooring to make it a warm and inviting space.
I put down indoor/outdoor carpeting so I could walk in my bare feet out there, then I got a lounge chair for after a hard days work and small end table.
I later put in a large stone buddha on a low 50's coffee table to create a decompression area.
I added a couple potted trees on each end to block off the open area that neighbors could look through.
I added a small round glass topped table and 2 chairs in case someone came over and we ate outside.
One mistake I did was to make some mirrored boxes to put things in --- wrong - a bird would show up and peck and attack his image thinking someone was invading his space. I got rid of them.
