What do you mean seal? What is the problem?
Is it leaking? You need to contact a co that does water proofing. Need to do from out side. If already inside could damage your foundation.
Is it just damp? you can do DIY solutions like paint the interior foundation walls with DryLok paint, you will have to fill in any cracks with a hydrolic cement/caulk like Quikcrete. If the moisture is coming from the floor you can get a concrete sealer from any home store.
If your gutters aren't in good repair this can cause problems too, I just added extensions to the 2 downspouts where the water pooled. You can buy these at the hardware store, or you can dig them into the ground as we do here in the PNW due to heavy rain.
If there is actual standing water then you may need an exterior French Drain around your foundation outside, and also coating the foundation with a rubberized product This guy has lots of videos showing solutions.... https://www.youtube.com/watch?v=82likZ3YZGk.

It depends on what the problem is and what your floor/walls are. A masonry or waterproofing paint could help.
