Sand the surface with 220 grit sand paper just to smooth it. Use No Shrink drywall patching compound for any damage. Let it dry and sand it with 220 grit sandpaper. Prime and paint.

You can smooth over with sheet rock mud, smooth with a damp sponge, then paint.
I would use spackle and fill in the scratches and then paint over it.
If the scratches aren't too deep, just use white toothpaste ( not gel).
