Decoupage on glass is the same as any other surface. Clean the area well and decoupage. I would use tissue paper or napkins on glass so it "stained" the glass.
decoupage and crackle paint are incompatible. On glass the image is glued to the backside. These are three works of decoupage on glass (gluing a napkin onto glass is not decoupage which is an art form) I would think that the "crackle" process would destroy the paper that has been glued in place.
