Hi Susan, good news - yes you can You'll still need to do a little bit of prep work, but nothing to bad. This tutorial will show you how - https://www.hgtv.com/design/rooms/kitchens/how-to-paint-kitchen-cabinets-without-sanding-or-priming-pictures
Susan, I only sand lightly. Just smooth out rough spots and knock down any gloss. The primer is really what makes the paint durable. I use Kilz. Paint + primer in one are not adequate for this. You need a separate primer. The sanding allows the primer to adhere and it does not take much.
Chalk paint work wonders! No sanding needed!
I'm not sure if Michelle's link covers it, but you can try a liquid deglosser or sanding liquid.
If you are looking to repaint - I recently discovered Oil Bond (you can get it here on Amazon https://amzn.to/2wGmiNO) where you rub this first on your cabinets. This helps the paint stick so you DON'T NEED TO SAND!! Also add a bit of Oil Bond to your paint. I would also spend a bit more for specific cabinet paint to ensure a smooth finish. I recently did this on my bathroom vanity and it turned out fantastic! Here are my pics of my project: https://wp.me/pUbK5-yRy
Use a chalk based paint like Fusion Mineral Paint. There is no sanding for this paint. You can look on Pinterest for many examples of cabinets, colors and tutorials. https://www.pinterest.com/pin/349732727310000853/
