If you can't reach it, it's in the sewer.
It could be in the trap of the toilet. This will probably require you to pull the toilet to reach it. We had to rescue my father's cell phone that fell into the toilet at the exact moment he flushed. It was stuck and took a couple of hours to pull the toilet, rescue the phone, and then replace the wax ring and bolt back down
if you can see it then just reach down and pull it out if you can't see it, then it is either flushed into your sewer or septic tank and you can't retrieve it. You could try calling a plumber
If you mean how to recover from the exposure to the water, there are several tricks that have worked for some friends. One of them put their cell phone in a bag with rice. The rice absorbed the moisture out of the phone. Another friend used the moisture absorbing bags that come in over the counter bottles, packages in the mail etc (she saves them all) and used a bagful of those to insert her water plunged phone. It starting working again after a weekend in the bag. I hope this helps.
