I have seen flags made of cloth, wood, perhaps you could use your imagination and copy from a catalog that displays them..Your local craft store would have appliques of stars of fabric or of wood ..I would guess. You would need craft paint if you use wood slats (like paint can stirrers or miniature popsicle sticks for a smaller version) then you would have to glue the strips together and paint accordingly add some stick on stars ...Let you creative juices flow....
