How can I make a flower using a drapery scarf?

I would like to have a flower effect on the top corner but not sure exactly how to do it.

Hi there,
Gather or pleat up the end of the scarf along the length and fold in half securing the stitches to form a flower. attach a safety pin to the back. Hope that's of some help!
