If you don't care if they are adjustable or not, just get your length of fabric, hem the sides and bottom and make a couple of pleats which you then baste (on the back) into place. Will look like Roman shades but they won't be operable.
You can buy strips with rings already attach at fabric stores. Measure your window. Lay your fabric out flat and cut it 3 inches longer on top and bottom and 1 1/2 inches wider than you want it on each side.
Stiffer fabric with good body works best but you can line a lighter fabric with a heavier one of you wanted a particular pattern that doesn’t come in heavier weight.
draw lines vertically from top to bottom 5 inches from each side (and down the middle if it’s more than 3’ wide)
sew your strips on these lines making sure your rings are even and level with each other.
leave about 3” of strip at the bottom
turn up a 2” hem on the bottom of your fabric and a 1” on the top.
Make a loop from the part of the strips that you didn’t sew down and make sure they are even. Hem your fabric sides however you want making sure it fits your window where you want.
attach a 1” wide strip of wood to the top of your window frame and cover it with the hook side of peel and stick Velcro.
attach the loop side across the top of your curtain (fabric)
cut a dowel or a piece of pipe the width of your curtain and insert it into the loops you left at the bottom of your strips.
Hang it up. The Velcro makes it easy to remove to wash.
