Where do you live? Typically people have a heater installed at the time of installation. Generally use natural gas, but if that is no longer a possibility, you can heat via propane.
Do you have a solar pool cover? That does help quite a bit.
On the inexpensive side...buy a plain black hose and a submersible pump. Attach the hose to the pump and put the pump underwater on a the steps..string the rest of the hose out around the pool on the deck so that it is as much in broad sunlight as possible. The hose should be long enough to go around the deck surrounding the pool. The sun will so the job for you..It raised my pool by 10 degrees in about a couple hours. Also if you do not have or use a night time pool cover..this will trap the heat that you. Have gained during the day. I only kept my submersible pump running in the am before the kids got in the pool and shut it down and removed it when they were in the pool. Good luck! If expense doesnt matter , get a pool heater.
Have solar panels installed. They work great!
The cheapest way to raise the temperature in the pool is spray paint lots of ping-pong balls black and throw them in the pool. The black color absorbs the heat of the sun and therefore makes the water warmer in the pool.
