How do I tackle a badly rusted railing?

My Aunt just passed away and I need to get her house ready to sell. Her railings on the pourch and stairs were painted white and are badly pittted and rusted away in many spots. I have tried a rust remover with no success. I have also tried to sand the spots with a wire brush attachment on a drill. This seemed to be a better idea but my hands suffered and I had a difficult time holding the drill on the railing since I lack the strength in my hands. It is a huge eye sore and I need to find the quickest and easiest way to handle this project. If anyone has any suggestions I would be very grateful.

    There is an auto body metal work product called rust converter- the chemically alters rust into a paintable surface. You spray or brush it on, wait while it works, then prime and paint. It wouldn't be a great 'forever fix', but it would clean things up for painting in a hurry.

    if it is safety railing of any kind it will not pass inspection needs removed and replaced,if it's decorative you can use Naval Jelly then needs coated with rust protective coating or it will just rust again.

    I agree with the stiff wire brush, and a paint specially formulated to go over rust.
