I have a floor lamp and two table lamps I want to paint including the shades. The lamps are plaster-based. I want to know if it’s safe to paint lampshades and what is the easiest way to do this.

Spray paint the cleaned lamps with Rustoleum 2X paint in one of their gorgeous colors. Use a lighter shade for the shades, spray or use a paintbrush and diluted water-based paint. And the lamps and shades don’t need to match because you want the light to shine through the lampshades. Best wishes, Jewell
I believe the shades being painted is iffy. When the bulb is burning I think you'll be able to see any irregularity in the paint job. This may not be visible unless the lamp is on.

Use the fabric paint and it's available at Joan fabric. Otherwise another easy way to upgrade lamp shade is cover it with the contact paper, and here is how I did it. https://bushraslifestyle.com/diy-old-lamp-makeover/
Good luck,

I spray painted mine. Works great. I used Rustoleum. Remember darker colors let less light through. I had to replace some that were spray painted black here.
