You can purchase ceiling paint that goes on with a pink or purple tinge to it and then dries to a flat bright white. You can also purchase a foam roller that has slits cut into it that is used for painting textured ceilings. The foam roller work well and you have less spatter with them. Dutch Boy ceiling paint is always what I have used. It can be found at WalMart and is reasonably priced.
Yes, popcorn and other textured ceilings are considered a devaluation of property value. Once painted, much more difficult to remove.
I have not had any trouble removing painted popcorn ceilings. I have popcorn ceilings that were painted at least 4 times and once I sprayed them with water to remove them per popcorn ceiling removal instructions they softened up just fine and I was able to scrape the popcorn off quite easily. I have removed two popcorn ceilings that have been painted. Four more to go! I have always used flat ceiling paint so perhaps that made a difference.
I would think a paint sprayer would be your best bet. But you would have to protect everything!
