Could you put brackets on the wall at the height you want and add a top to it? Pretty easy and low cost. :)

The SIMPLEST is to place a plain interior door on 2 saw horses or use hairpin legs. Looks stylish and functional.
Another simple method that adds storage is to use 2 file cabinets (block them up if they're too low) with a plain interior door on top.
