Cut back at the end of the growing season or after the last frost in the beginning of the growing season. Cut all brown wood to the ground and cut green stems 1/2" above any knot (the bumps on the stems).
Right now I have two big new shoots that are taller than the rest of the plant . Do I let them go until the end of growing season?
I would trim them back so your rose bush is uniform. No harm done.
Char, not sure where you live (I'm in Zone 6) bit roses are pretty hardy. Keep them watered and give them sunlight and they'll do just fine! 🌹🌹🌹
