Hi Gail, It's a chemical reaction! You have to use a base coat and then apply the varnish that has an effect on the under paint, or vice versa!

Hello. Ive purchase a crackle medium on Amazon that had wonderful fine smallish crackled results, but some do use white glue as mentioned above.
Apply Annie Sloan paint on very thick and take a hair dryer to it! It will crackle! Also you can buy products just for crackling paint here is one that I really like!
