Is it concrete? You can try concret patch or Bondo
You could try stucco patch as it is ready to use and won't drip. Or Bondo.
But, looking at the fountain it appears the "concrete type material" is decomposing. I'm not too confident on repairing it for long term use.
Hello,
Has this fountain been painted at one time? Could be the paint is coming off! I have this problem with some urns I own, and have decided to let it all flake off and then repaint them.
No. Concrete is deteriorating from exposure to weather.
