Can you install a screen door? I've seen many folks just put a screen door inside to keep their dogs fully enclosed. You can also use dog coated steel cable mounted between two eye bolts into the ceiling joists, then run a shorter dog cable down to the dog's collar/harness. I did this for a client's crazy pitbull.... the run was about 30' long.

Have you tried putting a kiddie gate on the second or third stair in the stair well? Your dog should have a very hard time getting his balance on the steps to perform his acrobatics. I placed an accordion style gate, that folds or swings. It's a hassle, but not as much as having to vacuum upstairs everyday. The first level is enough....
Lowe's carries nice heavy metal screen doors. They are thicker then the standard screen so pets can't tear it but you can still see thru it. That would be easier to open and close than a kiddie gate and they couldn't jump over it either.
