That's not a DIY project. Takes knowledge of correct sloping to drain, cutting out floor and reworking the floor joists and installing ceramic tile. Need to get estimates and find someone you are confident in. May have to move toilet and will have to redo the floor. Sorry, but doesn't sound cheap.
Home Depot sells a tub gasket you put at the bottom see if you could use that
