To persuade you from not attempting to do this, I would suggest that you first read through some of the tales of woe here on Hometalk from others who are now faced with the huge mess of trying to remove wallpaper that has been 'redone' by painting over or other schemes.
Yes, there will be some work involved, but in the long run, there is no substitute for a job being done correctly.

If it is in good order, well stuck down and smooth surface then you could in theory,
paper over it (many have, more than once). The problem comes when it all has to come off, A difficult time consuming thing to have to do. The more layers of paper underneath, the more chance it will peel. If you intend to do this, be sure not to have the seams in the same places though!
Nope, nope and more nope. It's a disaster waiting to happen. I strongly advise against it. Plus it will be 10 times harder to remove when it needs to come down. One house I purchased, the prior owners had done this, I ended up cutting the walls out and replaced the sheetrock. Cheaper and faster than trying to remove layers of poorly installed wallpaper. Think twice before proceeding.

I have done wallpaper and removal for over 50 years, and I would say NO.... its a disaster. And twice as hard and costly to remove. It can bubble, buckle, slide off the wall, Clean the old stuff off the wall for a nice clean pallet and no imperfections.
