Brick has better traction for outdoor steps.
If you’re going to veneer right over the concrete, then unless you buy special 3/8” bricks, all your steps’ rise & run geometry will be off by 4”.
There are porcelain-bodied frost-proof tiles that have a safe co-efficient of friction and that’s would I would use.
Are you just wanting to use porcelain tiles over brick? You can do that but they will be very slippery. My neighbor did it for his handicapped mom for a wheelchair. It worked for that, but it was slippery and he had to have it etched.
