My husband put one up for me in the already there store room in our basement. He used iron piping, flanges, and elbows and hung it from the ceiling.
It all depends on what you have available for supports. Cheap closet rod brackets can be fastened to the wall suds or to a board fastened into the studs or wall. A wooden closet rod goes into the brackets. Make it as long or short as needed, but use at least 1 bracket per 4' of rod.
