I do use baking soda paste that I make myself and it works wonders for me.
You can use toothpaste. Rub hard wash and rinse well. It will last a while but the yellowing will eventually come back. You have to use SUPER fine sandpaper and buffing compound to do a professional job then coat with a clear finish. Most people won't do a great job and don't want the expense of buying paper, compound and a buffer. Work the toothpaste well on all areas and do a thorough job. It will look a lot better.
I've heard that toothpaste works well.
Use insect repellent the kind with DEET. Spray it on the headlights, wipe off with a paper towel, instantly no more foggy headlights. Works great, relatively inexpensive, no scrubbing and lasts about 12-18 months.
