What does the manufacturer recommend. Also it has to be rated for wet areas, not all if them are.
Laminate not the best choice or a bathroom due to water. Laminate will peel and warp if it gets wet.
You can with the recommended underlayment. I don't advise it in the bathroom. Lisa is correct. It can warp, peel, and swell when wet. Vinyl planks would work better.
You really should remove the old flooring first. If the ceramic tile fails, it takes the laminate with it and ruins both, costing you much more in the end.
MAKE sure u put underlayment between floors and should buy waterproof laminate flooring
