How do I plant succulents in a comode for outside, & do I need to drill holes in bottom of the comode for drainage?

If there is no drainage, you will need holes for drainage.
I'd recommend you do, succulents much prefer well drained soil :)

Toilets do come with a rather large drainage hole thru which waste normally leaves! I would suggest putting the toilet up on bricks with space between them so excess water can drain. I would suggest putting large squares of old pantyhouse fabric across drain in bowl & drain in tank then using foam pellets or even cheap mardi gras beads to fill most of the tank & bowl then add sandy soil specifically for succulents on top & planting both tank & bowl. The pantyhouse should prevent soil from just washing out - It seems like there might be a more esthetically pleasing container to be had that an old toilet...
Yes, you need lots of drainage. I would mix gravel with the soil and put a gravel base.
