I've made a lot of things over the years including a mummy made out of pool noodles wrapped with strips of sheets. Time-consuming but effective placed outside! Put a "red rum" sign on a bathroom mirror. Buy a large spider and glue on tattered black strips of fabric to make it scarier. Wheelbarrow full of pumpkins and rubber body parts. Dim lights, purple lights strobe lights effectively set the mood.
