This may seem odd, but look closely at your washing machine. Mine is about 20 years old and it has an Ultra Hand Wash function that works well. Your machine may have a slightly different name for the function, but it is worth looking at it with fresh eyes...
I’ve never made one myself but a super handy guy I know made one out of a beer keg and added a handle on the end to crank it. Way above my abilities! If you're looking for something to use a lot vs electric I found one that works really well from a company called Lavario. I know it’s not diy but it’s a great option for a little over $100 and it’s portable! No I don’t work for them lol I just prefer using this and a line to dry. Less water, soap, and zero electricity whoot whoot
