can you get some wire fencing from tractor supply and cut it to fit around the bush?
PVC formed into a cage, then covered in whatever material you need, to fill the need you have. PVC is easy to use, and not too expensive. And if you don't glue it together, it'll be easy to store, or reuse for a different project.
