You should be able to use a staple gun and put it over the carpet - you may just need longer staples to reach through to the wood.
Be careful what runner thickness you use, as you will reduce the depth of the stair tread, which can result in falls. Inadequately securing the runner can result in slippage and falls for people using the stairs (equals lawsuits...).
It's usually easier to dictate a " no shoes, and no dirty bare feet in the house" policy.
Placing heavy duty door mats inside and outside all entryways, with a boot mat or similar helps people get the message, as well.
I agree a thick runner over already thick carpet might become a tripping hazard. I know they sell pretty light weight options at most home improvement stores. I would go in the back where they keep the big rolls of carpet that they keep in stock. A light weight outdoor carpet might even be ideal.
When adding it I would staple it right in to the INSIDE of each step and no where else if at all possible to avoid hurting the existing carpet.
