Hi Billy. I'm not sure what your question is. But if you are asking if you can hang pictures above a shelf, yes, you can. Billy, could you rephrase your question and give more info, I'm sure we could help you.
I would recommend that you install a floating shelf first. One with a lip or edge helps prevent picture frames from slipping forward or falling off. As the mounting hardware on floating frames is hidden (shown in last picture), the eye is drawn to the pictures on the shelf rather than to the hardware.
Once the shelf is in place, switching individual frames is easily done without making further holes in the wall.
