How can I make a flower bed on concrete stairs?
I have concrete stairs that I have had a deck built over and made new stairs to enter onto the deck, and I want to make a flower bed on the old steps but want to plant Perinnals. Will they be able to sustain a winter on the concrete like that and return every year? I want to plant mums, it is the south side of my house and I live in NW Arkansas
