Hello Kim. My name is Cindy. You could put weights inside the bottom hem to keep them in place. You could also use a drop cloth for the curtains. They will hold up better outdoors. You can even stencil or paint them.

Wow, what a fun idea. Some things you'll need to consider: how high up is the balcony??? Does it get a lot of wind??? Are you the owner or a renter of this space??? If you are a renter, you'll have to follow the guidelines in your lease for how you use your balcony. If you're the owner, I would ask myself how often I'd need to remove the curtains and/or tie them back. Your fabric (heavy or light) will determine if you can use a cable (very light fabrics) or if you'll need a rod. Choosing the material for the rod will be determined by what exterior pipes appeal to you. You do NOT want them to rust. Hangers, likewise. You know what type of curtain you're looking for - fun and privacy or to buffer the wind or sunlight. Lots of questions need to be answered. Once you know what you're going for, the rest should be easy.
