When we made over paneling, I started out not filling the grooves, but, went back and filled them with spackle. If you wet sand them with a damp sponge, you won't have the dust. I also found out I could get the Kilz tinted to match my paint, which made the process much easier. I cleaned the paneling with a TSP substitute after sanding the shiny finish to prep.

We just painted ours. We did not sand the grooves. It came out nice. It just looks like ship lap if you are into that.
